Last week, the City of Charleston resumed bond hearings for municipal court cases after county magistrates said they couldn't "sustain the increased workload."In the first five days, the city held at least 35 bond hearings, including eight on the July 4th holiday and 11 the following day. Most of the charges involved drunken driving.
